No, the whole IP addresses are being blocked. Which is causing a huge issue for sites hosted in Cloudflare because thousands of sites share the same IP address and, when they find one single infringing site, they block the whole IP address affecting thousands of innocent sites. It always happens when a street is made pedestrian-only: the argument that it will reduce sales for small local businesses. I fail to understand how seeing cars drive past your shop is better for sales than people walking around your shop.
