    It appears Lithuania also struggles with attracting foreign students at all, given they’ve only got 20 foreign students. /j

    The language barrier is a difficult one to overcome. Not ideal for all of leadership to operate in Lithuanian and then have to distribute documentation or directions in French/English.

    That said I don’t think it’s unreasonable to build some functional fluency over the course of a 5 year degree, especially if the government builds in the resourcing and expectation.
