Edit: if I recall correctly, bicyclists in PA are supposed to obey all the same traffic laws as car drivers except they aren’t required to maintain the same minimum speed, and they are allowed to ride on the shoulder.

Are cyclists supposed to stop at stop signs there? Here they aren’t. They are supposed to treat them as yield signs

In my state they are expected to follow the rules of the road and stop at stop signs and traffic lights.
