    Ok, had a look at the webpage.
    Apparently, number of entry cards per day is limited and you have to reserve them online some days in advance.

      This happens a lot at culturally significant places, it allows free entry but limits the quantity per day (hour, etc) so there won’t be an overabundance of foot traffic or overwhelm services/create fire hazards, etc.
