By riding slowly in the fast lane, you are not encouraging people to ride more slowly; you are encouraging them to zip around the lanes which is extremely dangerous too. Further, many people might see a need to compensate for whatever speed they lost and accelerate even more. I would say that it is definitely not a good thing to do, not to mention that I don’t think that it is even legal in my country
