I wouldn’t call it talking big, more like talking cautiously in my opinion.
Also talk is one thing, but actions matter more. However in general Europe’s problem is that, as mentioned in the article, there simply isn’t a consensus and unified voice. Hard to debate about “Europe talking big”, when everyone expresses a different opinion.
