Probably hogging the cpu with bad scripts. If the cpu hangs there is no graphics card that will save your frame rate. Giving how consistent UE5 games have performance issues, it could be an engine issues. I have no idea, I have never really used UE5. I prefer godot. UE5 is so damn complex and I don’t care about raytracing and stuff. I like to have pretty lighting, but to me good graphics is mostly design and art style. I don’t really like modern games where they spend so much time and disk space on dozens of GBs of assets, and need a $3000 PC to get something that looks marginally better than stuff 10 years ago.

One reason triple A games suck these days is because they spend so much money and time on assets and graphics, because I guess programming is hard and creating media is something many people can do. That’s why indie games are pretty much the best these days. One or a few developers, mostly programmers, adding features, interactive content, and structure to games and making them replayable. Story telling in games is so lame these days tbh. I miss the 90s when we had more mature and dark writing in games. Every game now feels like I’m playing some autistic superhero tale made for 9 year olds. They market games for wide and stupid audiences instead of having actual artistic vision and realistic darkness in games. Most things are infantilized. Writing is an afterthought made to try to appeal to wide audiences. Modern games suck for many reasons. They cost so much to make in the big studios that they try to make something that appeals to everyone and we get the TESification of games, where all the complexity is stripped out, nearly all the role playing is stripped out, all the darkness is stripped out, the characters start looking and acting like comic book characters. The game is designed to be beaten by someone with an 85 IQ so they can cover 99% of the population. They are pumped out every couple of years, with hundreds of dollars of DLC while the actual game is mostly incomplete and missing most of the content. They make billions of dollars as the brands die with every release. Most of the good developers run when they make money. You get great games that come out and get some success like Minecraft and then the developer finally having some cash, adds like 5 new items to the game per year because they are probably on Epstein Island or something. It sucks.
